Rulings
You can't activate this card if:
- Both players have 0 cards in their hands.
- The number of cards in your Deck is less than the number of cards in your hand (excluding this card). You can activate this card if:
- Either player has 0 cards in their hand (but not both).
- The number of cards in your opponent's Deck is less than the number of cards in their hand.
