Rulings
- You can activate The Flute of Summoning Dragon if your opponent controls a face-up Lord of D. and you do not.
- You must Special Summon at least 1 Dragon monster or you cannot activate this card.The Flute of Summoning Dragon" may not Special Summon Dragon Type monsters that have Special Summoning requirements, including Toons.
- Q: If "Toon World" is applying on the field, can I use "Flute of the Summoning Dragon" with "Lord of D." to summon Dragon Toon monsters? A: It is not possible at all. Not even with "Toon World" in play.
