Rulings
- The effect of By Order of the Emperor is chained to the effect of the Normal Summoned Effect Monster.
- The effect of By Order of the Emperor can be chained to negate King Tiger Wanghu's effect.
- If you have 2 face-up copies of By Order of the Emperor, you can only chain the effect of 1 of them, not both.
